The Director of Strategic Sourcing and Contracting will lead the strategic sourcing team with responsibility for over $190 million annual spend, responsible for the company's end to end sourcing of products and services and will provide critical strategic sourcing leadership for the organization to deliver company initiatives related to securing optimal cost, delivering substantial cost savings, standardizing sourcing processes and value analysis.
The position will be responsible for collaborating with cross-functional business units, to capture business requirements, analyze supply markets, develop appropriate sourcing strategy, evaluate and select prospective suppliers, and negotiate agreements that deliver best in class value to the organization.
Ensuring all contracts are systematically managed throughout the contract life cycle from initial vendor/supplier outreach to development and execution of the bid process, awarding, monitoring, and follow-up communication are key responsibilities of the Director.

Directs the strategic sourcing and contracting team by:
Ensuring the sourcing of goods & services for Beacon are systematically executed by securing price, capacity & service levels in line with commitments to the business and as per the sourcing strategies by applying a wide range of sourcing tools (e.
g.
negotiation, e-procurement, strategic collaboration, RFIs/RFQs/RFPs etc.
) Implementing an effective supplier alignment strategy.
Assesses and develops suppliers in order to meet business needs and opportunities.
Executes supplier performance and formal business reviews.
Research and anticipate shifts in the negotiating power of suppliers.
Maintains currency with GPO programs and national contract awards, as well as supply chain and healthcare issues and trends.
Optimizes sourcing procedures to attain maximum efficiency.
Facilitates and ensures effective delivery of value-analysis processes for organization.
Prepares and presents strategic sourcing effectiveness reporting.
Directs the contracting functionality for the organization by:
Direct management of the contracting team and leadership across a range of system teams to include development of contracting strategies, leading of negotiation strategies and achieving optimal results within timelines in accordance with Beacon's organizational strategies.
Meets regularly with suppliers to verify pricing, service, and quality commitments are met.
Prepares and implements action plans with follow-up for vendors failing to meet performance requirements.
Validates accuracy of pricing/price updates provided by suppliers (i.
e.
conformance with GPO and/or system-level contract terms and conditions, etc.
), assesses annual impact of price and contract changes.
In conjunction with procurement operations, ensures unauthorized price changes do not occur.
Engaging the Executive Director of Supply Chain, Risk Management and/or Legal Counsel to reduce and/or mitigate legal and risk exposure for organization.
Ensures all contracts under scope of responsibility are appropriately managed within the Ntracts contract repository.
Prepares contracting effectiveness periodic reporting.
Performs other functions to maintain personal competence and contributes to the overall effectiveness:
Develops & implements a continuous improvement action plan.
Monitors changes and adjusts the plan as needed to sustain expected results.
Identifies opportunities and barriers with respect to strategies and determines next best approach as needed.
Establishes & maintains positive working relationships with all departmental managers/directors and their teams to ensure a comprehensive understanding of their needs in order to provide service excellence.
Educates and influences internal stakeholders to align with Beacon's buying strategies.
Participates in and ensures team knowledge transfer.
Leads and contributes to other projects/duties as required.
ORGANIZATIONAL RESPONSIBILITIES Associate complies with the following organizational requirements:
Attends and participates in department meetings and is accountable for all information shared.
Completes mandatory education, annual competencies and department specific education within established timeframes.
Completes annual employee health requirements within established timeframes.
Maintains license/certification, registration in good standing throughout fiscal year.
Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.
Consistently utilizes appropriate universal precautions, protective equipment, and ergonomic techniques to protect patient and self.
Adheres to regulatory agency requirements, survey process and compliance.
Complies with established organization and department policies.
Available to work overtime in addition to working additional or other shifts and schedules when required.

Education and Experience The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of a Bachelor's degree in Business Administration or a related field; a Master of Business Administration is highly desirable.
A minimum of five to seven years of progressively responsible experience in supply chain, purchasing, distribution, capital procurement and inventory control is required; preferably, in a healthcare setting.
Project management background is essential.
Certification as a Certified Purchasing Manager (CPM) or a Certified Materials and Resource Professional (CMRP) and a J.
D.
in Law is desirable.
Knowledge & Skills Requires high-level knowledge of the types of material, supplies and equipment utilized in the healthcare industry.
Requires advanced knowledge of the standard operating procedures used for managing material-related activities (i.
e.
, purchasing, budget development, inventory control and material and/or equipment suppliers).
Requires working knowledge of pharmacy purchasing processes (including knowledge of vendors, suppliers, generics, formulary and non-formulary items).
Requires the planning, organization, analytical, decision making, negotiation and problem-solving skills necessary to conduct cost/product evaluations, manage budgets, develop strategies, evaluate results, etc.
Requires working knowledge of the requirements of various regulatory and accreditation agencies - - such as Joint Commission on Accreditation of Healthcare Organizations (JTC), State Board of Health inspections, fire marshal inspections, FDA recall effectiveness, ECRI, MD Buyline and Group Purchasing Organization.
Requires appropriate skill set to handle all aspects of personnel management to include interviewing, hiring, evaluating, disciplining and engaging Associates according to Beacon's standards.
Demonstrates effective project management skills (including the ability to plan and estimate project activities and time lines).
Demonstrates the management skills necessary to serve as a highly-effective team leader and manage multiple areas.
Demonstrates a solid understanding of the requirements of various regulatory and accreditation agencies.
Demonstrates well-developed computer skills and the ability to use the internet.
A basic understanding of database applications and presentation software is required.
Prior experience using PeopleSoft financials, Star McKesson and/or Cerner would be helpful.
Demonstrates the interpersonal and communication skills (both verbal and written) necessary to interact in a highly-effective manner with staff at all levels and a wide variety of people outside the organization in a variety of situations including developing and maintaining effective working relationships with customers and staff at all levels.
Working Conditions The majority of work is performed in an office setting, with some periodic exposure to a warehouse environment.
